C. Ray Jeffery's coined the phrase CPTED, known as Crime Prevention Through Environmental Design. He was my instructor at the National Crime Prevention Institute, at the University of Louisville, in Louisville Ky. Between him and Tim Crowe I was blown away. Two Icon's,....both remarkable individuals. Jefferys stated that socialogists and criminologists had considerably overstated the social causes of crime and neglected both biological and environmental determinants. Jeffery suggested that crime prevention ought to be focused on factors related to the biology of crime and especially to reducing the environmental opportunuties for crime: Ronald V. Clarke, Ph.d. stated he (Jefferys) "met with either indifferences or considerablr hostility from criminologist who were offended by the biological arguments. The book contained several prescriptions for reducing opportunities, but his followers in particular Tim Crowe, Clarke, went on to say, have developed a comprehensive set of guidelines to reducing opportunities for crime in the built environment, intended to guide police, town managers, architects and security practioners.
